QOL: Alt+scroll to allow changing tool effect size

It would be nice if, when using a tool, you could hold alt and scroll to move between the size of 1 block and the maximum size possible, with whatever applicable tool. This would allow for more finite control over the actions for both decorative and functional purposes.
