Shouldn't the Oil Grenades require, you know, oil in order to be crafted?

With how much ground oil you pick up while exploring Breaker's Reach, you'd think that you'd use that oil in order to craft the Oil Grenades, but no. Oil Grenades have the exact same crafting recipe as the Blast Bundle grenades, simply using Relucite. Which just seems sort of odd.
