Make seeds have a preferred block type when planting with trowel

The trowel is very useful but you still have to shuffle seeds around in your inventory when planting different crops. Currently the trowel will plant seeds from the inventory from left to right using each stack of seeds until empty unless the seed type has a block restriction. For instance the Carrock can only be placed on stone, so when you use the trowel on stone it will always plant Carrock no matter its position in your inventory. I'm not suggesting that all plants should be fully restricted like the Carrock, just that if each seed had a block preference it would be much easier to keep plants organized.

Each seed would have a preferred block when using the trowel.
The trowel would prioritize planting seeds on their preferred block.
If the block does not match any seeds in inventory default to current method.
