Mage tree rework

Having done a mage playthrough, I wanted to give out my thoughts for mage class:

- Current magic tree barely enhances the class. The skill tree essentially is: do more magic crit damage, magic barrier synergy and mana channeling.

Some things that would help:
- tier 4 recharge> reduced mana regen during COMBAT
- tier 3 Arcane transfusion> move tier 3 middle, barrier reduces mana cost by x (min 1 cost).
- tier 2 Firmly grounded> move tier 3 right Increase barrier capacity based on x% of max mana
- tier 3 Arcane Frenzy> move tier 2 right deal more damage for mana spent within next x sec
- tier 2 Mana Channel> move tier 2 left refunds x% mana based if crit
- tier 4 Fully recharged> +dmg for mana missing

With this change, the right side of the tree is focused on continuous mana usage using barrier, And the left side is on strong, costly, single hits using crits, with tier 3 middle being generally good, fully recharge and arcane frenzy is more synergistic.
