Permanent Minions (bear with me)
I think I understand why you don't want permanent minions. You want summoners to be active, you want them to manage their resources, be involved in the fight constantly, not just be AFK onlookers. But the issue here is that a good chunk of summoner appeal is to watch your minions do the work for you, and making them temporary makes them feel a lot like they're just weirdly-shaped magical projectiles. Both of these diminish the "feel" of playing summoner, even if summoner isn't necessarily unbalanced. I have some ideas for solutions, but due to 1k limit I'll present one:
Cheerleader Summoner. Minion Tomes are now Rally Icons. These items are like rallying banners, they inspire a given minion to fight for you (that's why they join/get summoned). Minions are permanent, but need to be further inspired (buffed with leftclick of the summon icon, small area of effect that you need to aim at the minions for it to work) to fight at their peak efficiency. Involved + permanent minions. Win-win.

It could work like mana amount lock ( like constant cost). So less mana as a downside to balance it
